Aug 25. The first stage of Russia's long-term development concept up to 2020 will be implemented from 2008 to 2012, Economic Development Minister Elvira Nabiullina said. She said after the meeting chaired by Vladimir Putin on Friday that during the first stage the government intends to focus on "strengthening the country's traditional advantages, including utilities, transport and the agricultural sectors". "This is a stage where infrastructural investments and investments in human capital are growing rapidly. We are laying the technological basis so that we can capitalize on innovative development in the second stage" – Nabiullina said. According to her, during the meeting chaired by Vladimir Putin tasks of the second stage from 2012 to 2020 of the concept implementation were discussed. The main idea is to make the long-term development concept not only an ideological document, but also transform it into a decision-making system. It should be pegged to the long-term budget strategy. Top priorities of the concept should be reflected in budgets, which we prepare, and industry strategies" – the minister stressed.
