Aug 26. A committee of the Federal Antimonopoly Service has upheld a claim filed by Mosenergo (TGK-3) against the Moscow government, MOEK and Moscow Heat Distribution Company on Monday, said Director of related Division of FAS Vladimir Efimov. It was ruled that MOEK and Moscow Heat Distribution Company committed coordinated actions on the Moscow thermal energy market. FAS has issued instructions to eliminate violations and will begin to calculate the amount of fine before too long. Given that the companies have not acknowledged violations or cooperated with FAS, the antimonopoly watchdog could impose the highest fines, up to 15% of FY 2007 turnover of heat supplies for MOEK and heat distribution for Moscow Heat Distribution Company. As a result, the fine will amount to about 7-8% of the companies' turnover, Efimov believes. The proceedings against the Moscow government were discontinued on Friday due to the elimination of violations.
